Ghana’s Digital Road Tolling Project Nears Final Bidding Stage | Ghana’s ambitious digital road tolling project has reached the final stages of its procurement process, with the selection of a system operator expected by the end of January, the Minister for Roads and Highways, Governs Kwame Agbodza, has announced.
Speaking on Citi FM’s Citi Breakfast Show on Monday, January 5, 2026, Mr. Agbodza emphasised that the bidding process, now in its third and concluding phase, has already passed two major evaluation stages.
He stated that an official announcement on the winning bidder and deployment timeline is anticipated within the next two weeks.
Under the digital tolling model, Ghana will introduce a modernised electronic system to collect road user fees, eliminating traditional physical toll booths in favour of automated and digital platforms. The approach aligns with regional best practices recommended by the Economic Community of West African States (ECOWAS), which advocates digital tolling to enhance efficiency and reduce congestion across cross-border corridors.
The project, which has drawn inter-ministerial support involving the Ministries of Transport, Interior, and Communications, is designed to generate sustainable revenue for road maintenance and expansion.
The introduction of digital tolls is expected to support the government’s broader infrastructure financing strategy, particularly as key road works resume following financial restructuring hurdles that stalled significant projects under the Domestic Debt Exchange Programme (DDEP) in 2024 and 2025.
Mr. Agbodza assured that once an operator is selected, a public education campaign will begin to familiarise motorists with the new system ahead of implementation. Officials stress that only “engineered and improved” roads, those meeting specified construction standards, will be tolled under the new regime, ensuring that users contribute directly to the sustainability of high-quality transport corridors.
The digital tolling initiative represents a significant shift in Ghana’s transport financing framework, combining revenue mobilisation with digital transformation.
