
Ghana Gov’t moves to abolish five “nuisance” taxes | By Dominick Andoh | The Government of Ghana has moved to abolish five main taxes in the 2025 Budget and Economic Policy of Government presented to the country’s 276-member Parliament in Accra on Tuesday, March 11, 2025.
The taxes to be abolished are: the Electronic Transfer Levy (E-Levy) of 1%; 10% withholding tax on winnings from lottery, otherwise known as the “Betting Tax”; 1.5% withholding tax on winning of unprocessed gold by small-scale miners; Emission Levy on industries and vehicles; and VAT on motor vehicle insurance policy.
The abolishing of these taxes is in line with promises made by the John Mahama-led National Democratic Congress (NDC) during the 2024 presidential elections.
The Minister for Finance, who is also the Member of Parliament for Ajumako-Enyan-Essiam, Cassiel Ato Forson, presenting the 2025 budget said: “Mr. Speaker, the removal of these taxes will ease the burden on households and improve their disposable incomes. In addition, it will support business growth and improve tax compliance.”
