Second Abuja Runway Project in Limbo | The Federal Government is contemplating terminating the N90 billion contract for the second runway at Abuja International Airport due to an excessive variation request from the contractors. The proposed change would raise the contract value to N532 billion, resulting in a dramatic 491% increase from the original amount.
Minister of Aviation and Aerospace Development, Festus Keyamo, addressed this issue during his testimony before the National Assembly Joint Committee on Aviation, where he defended the ministry’s 2025 budget. Keyamo described the contractors’ request as unreasonable and unacceptable, warning that if the variation is not withdrawn, the government may proceed with canceling the contract.
“The variation that the contractors are proposing is one I completely disagree with. I will not accept this variation; even the president himself disapproves of such changes. If a contract was awarded for N90 billion, and they are suggesting a variation of N532 billion within just two years, I will not accept it. My only option is to cancel the contract,” Keyamo stated.
He clarified that the contractor began work on-site after the Federal Government released an initial N30 billion. Compensation has also been provided to communities affected by land acquisition issues. While some progress, such as excavation and preparatory works, has been made, the significant increase in costs has stalled further advancements on the project.
Keyamo mentioned that two proposals are currently under review, which he intends to discuss with the president after consulting with relevant stakeholders. Although no final decision has been reached yet, the possibility of terminating the contract remains an option.
