The government has formally developed a business model and operational framework to guide engagement with strategic investors for the re-establishment of a national airline.

The disclosure was included in the recent report of the Road and Transport Committee of Parliament on the 2026 Budget Estimates for the Ministry of Transport.

“The Ministry [of Transport] in 2025, developed a business model and operational framework to guide government’s engagement with a strategic investor for the re-establishment of National Airline,” the report stated.

The document represents the most concrete milestone yet in Ghana’s effort to resurrect a home-based flag carrier nearly two decades after the collapse of previous state-owned airlines. It signals that Ghana is now ready to move from planning to serious investor outreach.

The foundation for this move was laid earlier in 2025, when the government inaugurated a 10-member National Airline Task Force under the chairmanship of Mr. Charles Asare, a former Managing Director of Ghana Airports Company Limited (GACL).

The Task Force was mandated to develop a business model and operational framework for the proposed new national airline, coordinate engagements with potential strategic and technical partners, oversee regulatory compliance and certification, and facilitate initial operational planning, including fleet acquisition, staffing, and route planning.

The newly approved working document now provides the structure and operational guidelines for investor negotiations, helping to formalise expectations, responsibilities, and the strategic vision for Ghana’s future flag carrier.

AviationGhana sources with knowledge of the issue say the framework outlines key aspects, including capital structure, governance arrangements, fleet strategy, cost-management mechanisms, and others.

Aviation analysts who have followed Ghana’s previous failed attempts to revive a national carrier note that a formal, ready-to-use document is a critical building block, often missing in earlier efforts.

A well-defined business model and operational framework can attract qualified strategic investors who will bring not only capital but also technical expertise, operational discipline, and global best practices.

Beyond economic benefits, proponents believe a national airline will reinforce national pride and enable Ghana to project its identity globally.

The Ministry of Transport is expected to announce soon the reopening of a transparent Expression of Interest (EoI) process to invite serious investors to partner with Ghana in establishing its new flag carrier.
