Ghana’s CAA to Roll Out Aeropass Systems by August | By Dominick Andoh | The Ghana Civil Aviation Authority (GCAA) has announced the full rollout of the Advanced Passenger Information (API) and Passenger Name Record (PNR) system, effective August 1, 2025, as part of enhanced efforts to strengthen aviation security and streamline passenger data management.

The new system, currently in its advanced development phase, will require all airlines flying into Ghana to electronically transmit passenger information before takeoff via a secured online system. This will allow for real-time vetting and authorisation of flights and passengers before entry into Ghanaian airspace, aligning Ghana’s aviation protocols with global standards for border and flight security.

Responding to a question from AviationGhana on the status of the implementation, Rev. Stephen Wilfred Arthur, Acting Director General of the GCAA, confirmed that both wet and dry testing of the API and PNR systems will be conducted in July, with the official launch scheduled for August 1, 2025.

“The passenger information system and the passenger name record system is long overdue to be implemented in Ghana. We will do the dry and wet testing in July. So by August 1 it should go live,” Rev. Arthur said at the just-ended GCAA Stakeholders Breakfast Meeting held in Accra on Wednesday, June 11, 2025.

The implementation of these systems is expected to replace the manual submission of printed passenger manifests, a process that has raised longstanding concerns regarding data privacy and physical storage of sensitive passenger information.

Designed in collaboration with key national security stakeholders, the system will harmonise the operations of the GCAA, the Ghana Immigration Service, and other national security agencies—allowing for seamless screening of passengers before arrival and providing the authority to deny entry to passengers or aircraft if necessary.

To support the initiative, Rev. Arthur revealed that a joint command center has already been established within the GCAA Head Office at Kotoka International Airport, where officers from the GCAA, Immigration, and National Security will work in close coordination.

The API and PNR systems are part of a broader digital transformation agenda in Ghana’s aviation sector, aiming to enhance safety, security, and compliance with international civil aviation practices.

This development places Ghana in line with other aviation-advanced jurisdictions that have long deployed API and PNR systems to pre-screen travelers and enhance airspace security in the face of global threats.
