Government Secures Guaranteed GHS 550 Million Revenue from KGL Under New Deal | The Government of Ghana is expected to receive a guaranteed GHS 550 million from KGL in the 2027 financial year following the renegotiation of its agreement with the National Lottery Authority (NLA).
According to information obtained by the Ghana News Agency (GNA), the revised agreement guarantees the government a 50 percent share of the Gross Gaming Income (GGI). The new revenue model is also expected to increase government earnings from 2028.
The renegotiated deal followed the work of a committee established by President John Mahama to review the existing NLA-KGL agreement. Although details of the negotiations remain limited, sources familiar with the discussions described the outcome as a significant boost for public revenue.
Under the new arrangement, the government will receive GHS 550 million based on a 50-50 sharing formula for Gross Gaming Income. The revenue will accrue to the state through the National Lottery Authority and the Ghana Revenue Authority (GRA).
Furthermore, the source indicated that the revised model could extend beyond the NLA-KGL agreement. Authorities are reportedly considering introducing the same 50-50 Gross Gaming Income sharing formula across Ghana’s entire lottery sector.
If implemented, the approach could strengthen government revenue from gaming activities while creating a more uniform income-sharing framework for the industry.
The latest development reflects the government’s efforts to maximise returns from the lottery sector through revised commercial agreements. It also signals a broader push to improve revenue mobilisation without introducing new taxes.
While officials have yet to release the full details of the agreement, the guaranteed GHS 550 million payment represents a major financial commitment under the revised partnership. Government revenue from the arrangement is expected to grow further as the new income-sharing model takes effect in subsequent years.
