President John Dramani Mahama has appointed Rev. Stephen Wilfred Arthur as the substantive Director-General of the Ghana Civil Aviation Authority (GCAA), in accordance with the advice of the Authority’s governing board and in consultation with the Public Services Commission.
Rev. Arthur was appointed Acting Director-General in April 2025, a role in which he provided leadership during a critical period for Ghana’s aviation sector. His substantive appointment confirms confidence in his stewardship and continuity in regulatory oversight of the country’s civil aviation industry.
During his time as Acting Director-General, Rev. Arthur worked closely with key stakeholders across government, airlines, airport operators, and international aviation bodies to strengthen regulatory compliance, enhance safety oversight, and support Ghana’s broader aviation development agenda. His tenure coincided with ongoing discussions around infrastructure upgrades, air service agreements, and efforts to position Ghana as a competitive aviation gateway in West Africa.
He has also spearheaded key international training partnerships for Ghanaian aviation professionals and initiated various partnerships to position the Ghana Civil Aviation Authority Training Academy (GATA) as a center of excellence in aviation-training
The Ghana Civil Aviation Authority is responsible for regulating and overseeing civil aviation activities in the country, including air safety, security, licensing, and economic regulation. The Director-General plays a central role in ensuring Ghana’s compliance with international aviation standards set by bodies such as the International Civil Aviation Organization (ICAO).
Rev. Arthur’s appointment is expected to provide stability at the Authority as Ghana navigates evolving challenges in global aviation, including capacity constraints, sustainability pressures, and increased competition within the West African air transport market.
The confirmation of a substantive Director-General sends a positive signal to both local and international partners, reinforcing Ghana’s commitment to strong institutional governance in aviation.
Rev. Arthur is anticipated to continue engagements aimed at improving operational efficiency at airports, strengthening safety and security frameworks, and supporting policies that enhance air connectivity and investment in Ghana’s aviation sector.
