The Government of Ghana is to complete construction of a connecting concourse linking Terminal 2 and Terminal 3 of Accra’s Kotoka International Airport by the end of this year.

Mr. Joseph Bukari Nikpe, Ghana’s Transport Minister, told the Public Accounts Committee of Parliament on Tuesday that the project is one of government’s priority projects to be completed this year.

“As a government, working with the airport management, our mind is to have an efficient and well-functioning airport. Now we experience a lot of congestion in the evenings at Terminal 3 at peak hours. We have Terminal 2 that is not that busy when it gets to the peak hours. So the mind is to do a connecting concourse between T2 and T3 just to facilitate the movement of our international passengers, so that we can share the Terminal 2 and Terminal 3 for our international passengers who are the majority of travellers.

So it is a high government priority project, and we are committed to ensuring that the concourse is put up within this year to create some kind of comfort for our travelling passengers. So Terminal 2 will now be a multi-purpose terminal for domestic and international flights,” Mr. Nikpe said.

The announcement provides clarity on a project that aviation operators and industry observers have long pushed for, especially following the recent remodelling and reopening of Terminal 2.

Terminal 2 of the Kotoka International Airport has been redesigned to host key regional airlines as part of GACL’s restructuring strategy to ease congestion at Terminal 3 and optimize airport operations.

However, the current detached layout of the two terminals will create operational challenges, particularly for passengers connecting from regional flights arriving at Terminal 2 to long-haul intercontinental flights departing from Terminal 3.

Without a direct link, travellers must exit one terminal, walk across, and re-enter the next, which would result in delays, missed flights, and frustration.

Airlines have raised concerns about this vulnerability, noting that regional services often operate tight schedules, making efficient transfers essential.

The proposed connecting concourse is expected to resolve this critical bottleneck by enabling secure, airside movement between the two terminals, bringing KIA in line with global airport standards.

The link will significantly enhance Accra’s competitiveness as a regional hub, ensuring smoother connections and improving Ghana’s attractiveness to airlines looking to develop multi-city networks within West Africa.

Funding for the project

In the approved 2026 national budget, the Government of Ghana has raised the domestic Airport Passenger Charge from GHC 5 to GHC 100. This significant increase responds to industry demands for an overhaul of Ghana’s aviation revenue model, which previously struggled to maintain operational sustainability at regional airports due to the low passenger charge. The Kotoka International Airport, a profitable hub, has had to cross-subsidize other facilities, revealing systemic issues in the funding of airport operations.

Additionally, there is the introduction of the Airport Infrastructure Development Charge (AIDC) This new fee will impose costs of US$50 on international passengers, US$15 for travel within the Economic Community of West African States (ECOWAS), and US$20 for routes connecting to other African countries.

The intention behind these charges is to finance critical airport infrastructure, including the concourse linking Terminal 2 and Terminal 3, to the tune of US$800 million.
