Botswana’s $75k Golden Passport Sparks Renewed Calls for Citizenship-by-Investment in Ghana

Botswana’s $75k Golden Passport Sparks Renewed Calls for Citizenship-by-Investment in Ghana | By Joojo Maapa | Botswana’s decision to introduce a citizenship-by-investment (CBI) programme from 2026 is reigniting calls within Ghana’s business community for Accra to consider a similar policy to attract foreign direct investment and global talent.

The proposed Botswana scheme, which formally opens this year, requires applicants to make a government contribution of between $75,000 and $90,000, with total costs rising further after due diligence fees and family applications are factored in.

The programme allows dual citizenship and is designed to diversify Botswana’s economy beyond diamond exports, directing capital into sectors including tourism, housing, mining and renewable energy.

Interest has been strong even ahead of launch. The programme will operate under a quota system, with limited slots once legislation is finalised.

The development has renewed debate in Ghana, where investors have urged the government to consider a structured citizenship-by-investment framework to significantly boost capital inflows.

According to Ghana Investment Promotion Centre (GIPC) data, Ghana saw a significant rebound in FDI in 2025, with US$863 million in the first half and US$ 378million in the third quarter. Services, manufacturing, trading, oil and gas, agriculture, and construction were among the main beneficiary sectors.

A well-regulated CBI programme could deepen this appeal by offering long-term residency and citizenship options for investors who find Ghana conducive to live and work in.

Botswana’s move places it alongside African countries such as Egypt, Sierra Leone and São Tomé and Príncipe, which already operate citizenship- or residency-by-investment schemes.
