Ghana’s 24-Hour Economy Project Targets 1.7 Million Jobs, Major Investment Projects Announced | Presidential Adviser on the 24-Hour Economy and Accelerated Export Development, Augustus Goosie Tanoh, says the government’s flagship 24-Hour Economy Programme will generate 1.7 million productive jobs by 2028.
He spoke at the Ghana Diaspora Townhall Meeting with President John Dramani Mahama at the Ghana High Commission in London on Sunday. Mr Tanoh said four major agreements signed within the past 90 days already cover more than 160,000 jobs.
He highlighted key projects driving the programme. The Presidential Advisor named the Buipe Solar Farm in the Savannah Region, a $1.45 billion project that will create 13,000 jobs and deliver Ghana’s lowest industrial electricity tariff.
He also mentioned the Kambonwule Oil Palm Anchor Project, valued at $300 million, which he said will create 120,000 jobs and reduce Ghana’s vegetable oil import gap. He added that the Bioenergy and Biofuels Programme in Buipe and Damanko will create 30,000 jobs and save $450 million in foreign exchange each year.
Mr Tanoh further stated that the Tamale Air Cargo Hub has received demarcation for two operators, with operations expected to begin in 2027.
He noted that the figures exclude indirect and induced employment, which he said could multiply by one to four times. He linked the announcement to Ghana’s ongoing economic recovery under President Mahama, who assumed office in January 2025. Also he said inflation has dropped to 3.4 percent, the lowest level in over four years, after 15 consecutive months of decline.
He added that the Bank of Ghana cut the policy rate from 28 percent to 14 percent. He also stated that international reserves now stand at $14.5 billion, covering nearly six months of imports. Mr Tanoh said public debt has fallen from 92.4 percent of GDP to about 48 percent. He added that the economy grew by 6 percent in 2025.
However, he warned that services drove most of the growth. He said industry contributed only 12 percent and grew by just 2.3 percent. “That gap is what our second pillar seeks to close,” he said. “The 24-Hour Economy and Accelerated Export Development Programme will address it.”
He also pointed to other projects under development, including the Volta Lake Transport System, the Singa Agroecological Corridor, the Asutuare Pharmaceutical and Garment Parks, and the National Poultry Programme. He described them as signed agreements backed by private capital and already in motion. Mr Tanoh also urged the Ghanaian diaspora to invest in the country. He noted that remittances reached a record $7.8 billion in 2025. He said the United States and the United Kingdom remain the top sources of remittances.
“Your country is ready for you,” he said.
